We know that on-campus students are more engaged, focused, and more likely to complete their degree sooner, saving time and money. We also know that housing at UC San Diego accounts for more than 50 percent of the total cost of education. Our 2014 Strategic Plan introduced strategies to improve the student experience by reducing costs and increasing access to university education.

The other day I found myself standing in a long line on Morena Boulevard in San Diego’s Bay Park neighborhood that wound around the apartment complex we were interested in.

Over the past 10 years, to meet the growing needs of Californians, UC San Diego has grown its enrollment. We also expanded our housing strategy to support enrollment growth and committed to a four-year housing guarantee at 20 percent below market rates for graduate and undergraduate students.
Since then, UC San Diego has opened 3,530 new beds for graduate students and 2,000 new beds for undergraduates. With 18,022 spaces currently on campus, UC San Diego ranks third in the nation for student housing, just behind Penn State University and UCLA.
Due to health concerns, the COVID-19 pandemic forced the cancellation of triple rooms, which reduced our campus stock by approximately 2,000 beds. And when students returned to face-to-face instruction the following year, off-campus rents rose 30 percent. High off-campus prices have increased demand for on-campus housing.

All of these factors came together to create what seemed like the perfect housing storm for our students. Even though we have made significant progress towards our housing goal, today we face significant gaps. We are aware that it is becoming more and more difficult for our students, staff and lecturers to find housing at an affordable price.
Starting in the fall of 2023, three new residential areas will be opened at the university in consecutive years, with 5,300 new student beds added by 2025. Plans to replace older housing with new living and learning areas will add at least 10,000 spaces to on-campus housing by 2035. .
UC San Diego is also investing in off-campus housing for staff and faculty, expanding at or below market rents. Our Hillcrest campus renovation plan includes 1,000 new apartments, and plans are underway to build staff and faculty apartments on the east side of our La Jolla campus.
Ucsd Students, Faculty Push Back Against Steep Rent Hikes
We also invest in other properties that are within walking distance of the UC San Diego Blue Line Trolley. We are committed to a property in downtown San Diego that will provide 87 furnished apartments for staff and faculty, and we are in negotiations for two other properties that could accommodate up to 1,250 additional staff and faculty.
This fall, we will expand the three-bed capacity of the selected rooms by 700 beds, increasing capacity and offering more cost-effective solutions to our students.
To further reduce the cost of housing, and thus the cost of education, I successfully worked with UC regents and state legislators to develop a new $2 billion higher education student housing program to help build new student housing in California. UC San Diego recently received $100 million in grants from the program, which will be used to reduce tuition by up to 55 percent below market rates for 1,100 low-income California students.

Through UC San Diego’s Office of Off-Campus Housing, students can schedule consultations to review off-campus housing and find housing and relocation resources. The university’s off-campus housing website [offcampushousing.ucsd.edu] provides current listings, housing search tips, a roommate tool, and assistance from our off-campus housing team.
UC San Diego also partners with the San Diego Metropolitan Transit System and the North County Transit District to offer students the Triton U-Pass, which provides subsidized transit on the Coaster, Rapid 237 express bus and trolley. The U-Pass provides direct, cost-effective access to housing options near rapid transit throughout the county.
According to PowerStats’ 2016 National Postsecondary Student Aid Study, only 32 percent of American college students live in on-campus housing. Considering national trends, UC San Diego is currently home to 39 percent of our undergraduate students and 49 percent of our graduate students.

“The Pepper Canyon project is an illustration of innovation, sustainability and community building,” said Chancellor Pradeep K. Khosla. “UC San Diego is investing in accessible housing because we know how important and impactful it is for our students to live on our vibrant campus.”
Located next to the UC San Diego Blue Line trolley’s Central Campus Station, Pepper Canyon West offers single rooms in two 22- and 23-story towers connected to five-story buildings with outdoor patio seating. The project also includes retail shops, open spaces in two large courtyards and access to canyon trails.
Pepper Canyon West aims to achieve LEED Gold certification with a full range of sustainability practices in design and operations. Low-flow fixtures and drought-tolerant landscaping conserve water, while green roofs increase efficiency by removing heat from the air and reducing the temperature of roof surfaces. The project also optimizes natural ventilation and daylight to reduce the need for mechanical ventilation and electricity, and reduces construction waste by outsourcing some building elements.

While this new student housing is a key element of the campus, the Pepper Canyon neighborhood is also home to art facilities, the Epstein Family Amphitheater, the Design and Innovation Building, and Rupertus Walk, which connects this vibrant destination to the rest of campus.
The Epstein Family Amphitheater is still on track to open this fall. Once the amphitheater frame is complete, it is wrapped in a translucent material that allows natural light to pass through and reflects colorful stage lighting. The open-air amphitheater showcases the performing arts, featuring local and international talent in more than 300 performances a year – everything from large-scale rock concerts to classical quartets and theatrical dance.

The university has selected artists to create a new 10,000-square-foot mural planned for the amphitheater-facing exterior of the Visual Arts Facility. The work will feature authentic wild and contemporary graffiti styles rooted in Southern California and will be created under the direction of a committee of faculty from the Department of Visual Arts and representatives from the campus community. The project brings together graffiti artists and muralists from a wide variety of backgrounds, with UC San Diego Master of Fine Arts alumnus Oscar Magallanes and 3B Collective in one building, and another UC San Diego graduate, Reinhart Selvik, as project coordinator. as one of the artists. UC San Diego students will have the opportunity to assist the artists and produce a video documentary of the project.
Magallanes shared that the mural is like an art collection because it features several important Southern California artists in one important piece. The work was inspired by one of the most famous and influential graffiti artists of the West Coast – and probably the world – Chaz Bojórquez.
“I cannot express how much it means to me that Chancellor Khosla has chosen to display this art and the culture it represents at the entrance to the university,” Magallanes said of the opportunity to create this outstanding mural with a collective of other artists. “Southern California has a world-class aesthetic. This is a piece that people can enjoy, explore and decipher for years to come.”

In addition, the Stuart Collection’s 22nd installation, CONCORDANCE, will provide a poetic and captivating reception on campus. It is partially installed in the area directly below the trolley station and will continue to expand westward during the summer. MacArthur Fellow and National Medal of Arts recipient Ann Hamilton’s art can be experienced by walking Pepper Canyon’s wide trail that stretches from the new trolley station all the way to Russell Lane. It is made of blocks of basalt carved with words and phrases from the writings of authors from many disciplines, all related to UC.
