CEDARBURG — The Cedarburg Police Department asked the Common Council on Monday for guidance on how to handle security costs for events, specifically Summer Sounds, which do not charge.

The city holds an average of 20 walk/jog events a year, most of which are secured by police, including four festivals, the Ozaukee County Fair, Summer Sounds, Country in the Burg and several parades, according to the memo. delivered to the board.
“Options are to continue charging for the events we currently charge for and use budget funds to cover other events, but this may require an increase in the police overtime budget,” the memo said.

The council has instructed City Administrator Mikko Hilvo to contact the Ozaukee County Fairgrounds Administration and let them know that the City is seeking full overtime pay from Cedarburg Police and that this will be in the next budget agenda.
Police Chief Mike McNerney said there are some events, like Summer Sounds, that currently don’t pay security, that come out of the department’s overtime budget. He stated that this year they started having police regularly in Summer Sounds and he believes it is important to have a police presence there. McNerney reported that it cost about $2,000 in overtime this year and estimates it will cost about $5,500 next year.

Hilvo plans to meet with Summer Sounds, the Cedarburg Police Department, Fire Department, Public Works and board members to come up with a plan to pay for the additional city costs associated with these events.

In a letter to the board, Fire Chief Jeff Wachholtz said it’s becoming a challenge to get volunteers for staff events, especially the Strawberry Festival, Wine and Harvest Festival and Country in the Burg, which “really overwhelm their resources”.
“This team goes above and beyond our calls, training and all the fundraising our members do for the community,” said Wachsholtz. “I would like to charge for the above three events and possibly for smaller events as the fire department sees fit.”
In the municipality’s proposal, it is added that the Firefighters inform the entities in advance about the fees so that they can prepare them in their budgets.

Any member registered for a special event will be paid hourly at the base rate of their rank. For example, the base fee for a firefighter is $10, an EMT is $12, and a firefighter/EMT is $14. The fee can increase for each additional certification they hold above those required for the base fees.
Wachsholtz also included the cost of the equipment, which he said will be used primarily if a crime — such as a fire or someone committing a hoax — can ask the Ozaukee County Police or Sheriff’s Department to add restitution to the criminal charges.
Wachholtz would have to get approval for any rate changes from the Common Council. He plans to charge for three events next year.
